How Do I Request, Fill Out and Return an Absentee Ballot?

Q. I would like to vote by Absentee Ballot, how can I? What is the process?
Complete, sign and return an Absentee Ballot (“AB”) Request Form to/from the Town Clerk’s Office. You can obtain an AB Request form any one of the following ways:
Ø Download and print the form from the Town Clerk web page: 2020 Federal/State Absentee Ballot Request
Ø Call or email the Town Clerk Office and request one to be mailed
Q. Can I pick up an Absentee Ballot Request Form for a friend or family member?
Q. Which box do I check in Section 1 of the AB Request Form? Both sound like they apply.
If you are currently a registered voter in Rindge, check ONLY the 1st of the two boxes.
If you ARE NOT currently registered to vote in Rindge, check only the 2nd of the two boxes.
Q. I’ve completed and signed my AB Request form. Now what?
Once the form is completed and signed, you need to return it to the Town Clerk Office one of the following ways:
Ø USPS mail
Ø You or anyone you know can drop off your completed AB Request form in person to the Town Clerk’s Office. Again, no identification is required to request an Absentee Ballot.
Q. How can I expect to receive my Absentee Ballot?
We mail it USPS to the mailing address provided on the AB Request form or you can pick one up in person at the Town Clerk’s Office. No one else can pick up your ballot for you. You must come in and pick it up yourself.
Q. Can I come in to pick up my ballot?
We are happy to provide in-person, pick-up and delivery of Absentee Ballots at the Town Hall.
Q. I received my Absentee Ballot. Now what?
Once you receive your ballot, please follow the instructions in the envelope.
The most IMPORTANT instruction is to be sure to sign the Affidavit envelope included with your ballot and seal your completed ballot INSIDE the Affidavit envelope.
Q. What can I use to complete my ballot? Pen? Pencil? What color?
Black or Blue ink pen. Pencil can work for AB’s too. Do not use RED or GREEN ink.
Q. The Affidavit Envelope asks for a “WARD”?
Leave that blank. Rindge DOES NOT have a ward.
Q. How do I return my Absentee Ballot?
- You can mail your AB back to the Town Clerk’s office via USPS.
- You can walk your ballot into the Town Clerk’s office during regular business hours.
Q. Can someone else return my completed AB to the Town Clerk’s Office?
ONLY immediate family or someone who qualifies under the “caregiver” definition can return someone else’s ballot.
Q. Can I request an Absentee Ballot then change my mind to vote in person on November 3rd?
- Yes. If we have not yet cast your Absentee Ballot on November 3rd. We will begin casting AB’s at 9:00am on Tuesday, 11/3. Once cast, you will not be allowed to vote in-person at the polls.
- If you never return your Absentee Ballot, then you can absolutely vote at the polls on 11/3.
Q. When is the deadline for me to return my Absentee Ballot?
Absentee Ballots will be accepted until 5:00pm on Election Day, November 3rd.
Q. When is the deadline for me to REQUEST an Absentee Ballot?
- 5pm on Monday, November 2nd, at the Town Clerk’s Office.

How do I register to vote?

Please bring your photo id and proof of residency.
Where do I register my car?
Go to see the Town Clerk, Lauralei Knight, at the Rindge Town office. You will need to show proof of residency, such as an Eversoure, Consolidated or Verizon bill which shows your physical address; you will also need to show photo I.D., even if you are coming from another city or town in New Hampshire. If your vehicle is the year 2000 or newer, you will need your title. If there is a lienholder, they need to send the out of state title to the title bureau in Concord. For vehicles 1999 or older you will need either a title or copy of the title, a prior New Hampshire registration or a New Hampshire VIN Verification Form (available at Town Clerk's office). The office is open Mon & Wed 8-1 & 1:30-4, Tues 12-6:30pm Thurs 7am-1:00 & 1:30-3:30pm CLOSED on Fri. Where do I get a new driver's license?
You need to go to the New Hampshire Registry of Motor Vehicles. They are located in Keene and Milford. They are open on Monday through Friday, 8:00am--4:30pm for drivers’ licenses. You have 60 days after registering your vehicle to obtain a NH driver's license. You will need to bring your birth certificate, social security card, your current out-of-state driver's license, and your New Hampshire vehicle registration (as proof of residence). Where do I license my dog?
You need to see the Town Clerk, Lauralei Knight, at the Rindge Town office. Her office is open Mon & Wed 8-1 & 1:30-4, Tues 12-6:30pm Thurs 7am-1:00 & 1:30-3:30pm CLOSED on Fri. If you have specific questions, she can be reached at 899-5181 x107.
Please bring a current rabies certificate and spaying or neutering documentation if applicable. Fees are: $6.50 Spayed/Neutered, $9.00 Not Spayed/Neutered, $2.00 Puppies under 7 months, $20.00 Group License (4+ dogs).
New dog tags are available in January for the current licensing year; dog licenses are due by April 30th of each year.
What documents do I need to apply for a marriage license?
Marriage License in Rindge, NH
Both individuals must appear at the Rindge Town Clerks Office together. Exceptions may be made for individuals enlisted in the United States military.
How Much a Marriage License Cost?
The marriage license fee is $50. If you want a Certified copy after marriage the additional cost will be $15 for the first copy and $10 for any additional copies thereafter. Plus $1 for shipping.
Valid Picture Identification:
Acceptable forms of identification include:
- Valid driver's license or identification card from Department of Motor Vehicles
- Valid passport
- Valid military card
Original or certified birth certificate (Foreign birth certificates must be translated into English and notarized.)
Divorced or Widowed:
A certified copy of a death certificate of a former spouse, if applicant is widowed; a certified copy of a final divorce decree, if the applicant is divorced; a certified copy of an annulment decree, if the applicant's previous marriage was annulled. If you were divorced in MA we need a copy of the Judgment of Divorce Absolute page of the divorce decree.

Applicants do not have to be a resident of the Granite State.
Applicants 18 and over can marry without parental consent. Non-residents under the age of 18 may not marry in New Hampshire. No female below the age of 13 or male below the age of 14 may be married in New Hampshire under any conditions. Female applicants between the ages of 13 and 17 and male applicants between the ages of 14 and 17 can only be married with a waiver and permission from their parent or legal guardian.
There is no waiting period in the State of New Hampshire.
Marriage License Validity Period:
It is always a good idea not to literally wait until the last minute, however the license is valid the day you apply for it. On the other hand, do not apply too far in advance as marriage licenses do have an expiration date. A marriage license is only good for three months or 90 days after the issue date.
Solemnization or Marriage Ceremony Authority:
"Solemnize" is to celebrate or observe with formal ceremonies or rites. For a marriage to be legal, it must be performed by one of the solemnization officials listed below:
- A justice of the peace commissioned in the State of New Hampshire.
- Any minister of the gospel in New Hampshire ordained according to the usage of his or her denomination, living in the Granite State, and in regular standing with the denomination.
- Any member of the clergy who is not ordained but is engaged in the service of the religious body to which he or she belongs, resides in New Hampshire, after being licensed by the Secretary of State.
The secretary of state may issue a license to an unordained clergy who is a resident of New Hampshire and who is a member of and engaged in the service of a religious body which is chartered by the state if he or she presents a certification from that body that he or she is in its service, together with an application and the statutory fee of $5.00. The license issued by the secretary of state shall authorize the clergyman to solemnize marriages in New Hampshire as long as he retains a good standing in his religious body.
- By any Minister who resides outside of New Hampshire, but has a pastoral charge wholly or partly in New Hampshire, if the marriage is performed within his parish, after being licensed by the Secretary of State.
The Secretary of State may issue a special license to an ordained minister or unordained minister who resides outside of New Hampshire to perform a single marriage in New Hampshire. An application, available through the Secretary of State's office, (or the above link) is required, along with the statutory fee of $25.00. A special license will be issued to perform one marriage only. This special license is required to be filed with the regular marriage license which the couple obtained from the town or city clerk.
- An individual who resides outside of New Hampshire, who is authorized or licensed by law in their state of residence to perform marriages.
The Secretary of State may issue a special license to an individual residing out of state who is authorized or licensed by law to perform marriages in such individual's state of residence, authorizing him or her in a special case to marry a couple within the state. The Secretary of State may require the submission of a copy of a valid commission or other indicia of authority to marry in the individual's state of residence as proof of existence of that authority. The names and residences of the couple proposed to be married in such special case shall be stated in the license, and no power shall be conferred to marry any other parties than those named therein. The fee for such license shall be $25.00.
- Judges of the United States appointed pursuant to Article III of the United States Constitution, or by United States magistrate judges appointed pursuant to federal law.
- Bankruptcy judges appointed pursuant to Article I of the United States Constitution.
The Secretary of State may issue a special license to a judge of the United States residing in New Hampshire who is appointed pursuant to Article III of the United States Constitution, to a judge of the United States Bankruptcy Court residing in this state and appointed pursuant to Article I of the United States Constitution, or to a United States magistrate judge residing in this state and appointed pursuant to federal law, to marry a couple within the state. There shall be a $25.00 fee for each license. A copy of the marriage license of the couple proposed to be married shall be filed with the secretary of state who shall maintain a permanent record of all such marriage licenses and the name and residence of the judge or magistrate performing the ceremony.
- Jewish rabbis who are citizens of the United States and reside in New Hampshire.
No one can marry himself or herself, even if he or she meets the solemnization requirements stated above.
Same Sex Marriage:
Yes, effective January 1, 2010.
Any person shall be guilty of a Class B Felony if he/she willfully and knowingly makes any false statements on an application for a certified copy of a vital record (NH RSA 126.24).
Request must include the following: Date of marriage, place of marriage, maiden name of bride, name of groom, photo copy of ID, the fee is $15.00 payable to Town of Rindge, please include a SASE for the return of your document. One must have a direct relation to the applicant; (self, mother, father, brother, sister, etc.)

Where do I buy a Dump Sticker or Punch Card?
The Town Clerk sells dump stickers and punch cards during normal business hours. You can also purchase a punch card at the transfer station from the attendant. Punch cards come in denominations of $5, $10 and $20. Dump Stickers are $30 for anyone younger then 65 and $10 for seniors 65+. A senior may purchase only one dump sticker at the $10 price. All others will be $30 each.
Where is the Post Office?
The Post Office is located at 1056 Route 119. From the intersection of Routes 202 and 119, take 119 East, it’s on the left after the intersection of Cathedral/Payson Hill Road. The phone number is 899-3372.
Where is the Town Office?
Contrary to what you might think, the Town Office is not the beautiful white building with the steeple on the home page. That is the Rindge Meetinghouse. The Town Office is right next door, at 30 Payson Hill Road. From the intersection of Rts. 202 and 119, take 119 East, and the third right, at the second blinking light, is Payson Hill Road. The Town Clerk's Office is in the back on the lower level at the green door.
Where do I dispose of my trash?
We have a Transfer Station in Rindge, with a mandatory recycling program. Clear bags are required for trash. There is no public trash pick-up, but some residents hire private companies. The Transfer Station is located at 113 Main Street. From the intersection of Routes 202 and 119, take 119 East, and the second right is Main Street. The transfer station is on the left before the Fire and Police Stations. You can purchase a sticker at the Town Clerk's Office. The price is $30 for an annual sticker, valid through the end of March, Senior Citizens 65+ the price is $10. The transfer station is open Tuesday and Thursday from 10:00 – 7:00, Friday 1:00 – 7:00 and Saturday 8:00 – 3:00. If you have specific questions about what can be recycled, please call 899-2107.
